On my M2 Pro MBP running Ventura 13.3.1 I have Find My Mac turned on. I am trying to test it out. My MBP has not been stolen, I have it right here and am typing on it now. I followed these instructions yesterday:

I do not have another Apple device so I did as is suggested on the above page and today logged on here:
www.icloud.com
It spends a few seconds searching, but it cannot find my MBP. I get this message:
What is wrong? Why can it not find my Mac? How do I fix this? What use is Find My Mac if it cannot Find My Mac?
Another question I have after I get this working properly is, how does Find My Mac work if someone steals my MBP and it is shutdown and not connected to the internet? Is it really possible for it to work?
