Find my phone on all the time but cant be found

I have the Find my iPhone & even the Find my Friends app turned on my phone but many times it does not work. I have reboot the phone but that did not help. I can take my iPad and use the find my phone app and it will tell me the last location of my phone and sometimes it's someplace I was yesterday. When I use the find my friends app it shows it not to be online even though I know it is. I have noticed I can usualy get it working again just by using the phone then it can be located for a while but after some time it's off line again.

I had the same "offline" issue recently even though my phone was powered on but, unlike you, a simple power cycle fixed my issue.
