Find People - Notify Me Settings?

Strange behavior on Apple Watch (4): If I go to "FindPeople" and select one of my contacts (who I/they are already sharing location with), and turn on "Notify Me", "Leaves their location" is already checked, but "Arrives at my location" is dim and not able to be checked. Secondly, even after I turn on "Notify Me", when I go back to my watch face screen, and then go to "FindPeople" screen again, "Notify Me" has now reset itself to "Off". Any idea why "Arrives at my location" cannot be set and/or why "Notify Me" resets itself to "Off"?

is the watch cellular? (can affect location sharing, and which device is chosen)
can you make the notification settings you want on the phone?

you have your location enabled?
