Universal Find photos not in albums?

I currently use Google Photos as a means of sorting photos, because it shows whats 'not' in in a Google photos album and lets you delete ones already uploaded.

I'd rather use iCloud Photos but there's no way to see anything not already in an album...is there an app that can do this that works with iCloud?
