Finder: assign to all desktops setting doesn't survive restart

I've had this issue for a long time, but just now considered the possibility that someone else may have seen it. I have OSX 10.7.5. I have tried to assign my Finder to "all desktops", and it works fine, except when I restart. When I restart the computer, Finder says that it's assigned to all desktops, but it shows up only in one desktop. To fix it, every time I restart the computer, I have to assign Finder to "this desktop", then go back and assign it to "all desktops". Do other people see this? Is there a fix?
