Hello,
I had finally gotten a chance to install the 10.4.11 update to Tiger last night, but halfway through, Finder crashed, all my desktop icons disappeared, and now the 10.4.11 update is stuck on the "Installing: Locating the software to update..." step (it's been on this step for 8 hours now...). I've tried rebooting, but the Software Updater halts it. I'm afraid that if I do a hard reboot, I could break the system.

Force Quit the software updater. The Finder will restart. You should be alright. Or just hard reboot it. Again, you should be ok.
What else can you do? And if it's looking for the software to update then it means it hasn't installed.
