Finder spring-loaded folders issue

Hi,
I'm a very appreciative lurker/recent switcher with a respectful question, please.

I have my internet browsers, either FF or Safari (in Leopard 10.5.2), defaulted to download files to my desktop. After downloading, and attempting to drag&drop the new file into Finder via spring-loading, Finder opens *below* my browsers instead of on top.

I have been unable to find a Pref setting to combat this, nor any threads via hours of searching today... ug.

Any tips, if not a hassle?
