The scrolling is related to the type of view you choose (Icons, List, Columns). Sounds like you have Columns view. From the Finder View menu change it to List or Icons and see if that suits you better.

im using icon view as we speak...and it's only horizontal scrollbars...really annoying :(

i've changed to the applekey-3 view and that looks tidier...i'll try that. shame i cant see my icons very well though :(

I don't think I quite understand the question. Scroll bars appear only when there needs to be more room so that all icons can be seen in a window.
How about you just tidy up your icons and everything will fit in the window? Even when you hit clean up in the "Edit" menu the icons get put on top of each other, not lined up side by side. That alone should initiate vertical scroll bars.

It happened to me once before but after I kept it arranged by name (⌘+J), it was fine since.
This is what I'd suggest. It will then keep it tidy, and list them in alphabetical order 3 to a row going down.

Do you have the "label position" set to bottom rather than right? If it is set to right, the scroll bar will go horizontal.
