Finder window icons too small when choosing file

I have figured out how to make my icons bigger when using Finder and viewing my computer's contents. But when I performing various actions that involve choosing a file from my computer, the icons are way too small to really see. In the case of picture files, this is really not working. How do I also make the icons bigger when performing some action that involves the Finder window?

I don't get it. Sometimes the icons are big enough for you, and at other times they are not? Can you see them changing sizes before your very eyes? More explanation is needed.

Took me a few times, but I think I figured it out.
What he means is that he has large icons for his files in finder.
When in another program (lets say safari) and he is trying to upload a file to a website.
That pop-up window comes up where you select the file.
In that pop-up the file icons are small (smaller than what he set in finder)
He wants to know how to set those as larger icons
