Finder window not animating when I open a folder on the desktop

I have a Macbook Pro with OS X 10.6.8

When I used to open a folder on the desktop the finder window would enlarge from the icon but it no longer does. Is there a way to fix this?

I've tried running this command in terminal
defaults write com.apple.finder DisableAllAnimations -bool false

but it didn't fix the problem.
