Finding IOS4 apps on cydia

I'm new to this whole jailbreak thing and I have a iPhone 4. So is there something wrong with what I'm doing or are there just slot of stuff on cydia that just doesn't work for the ios4 OS. I've been thing to change things like my wifi logo and a few other things and after I go to winterboard and assign it and it respirings it still doesn't work. What am I doing wrong.
