Finding myself online on Apple Canada

I have a small card balance on Apple in an unknown location so Apple has restrictions on my Canadian account and I cannot remove the restrictions and sign into my Apple Regular type Apple Account in Ontario Canada Postal Code Zone L9W W 4P9,. Anyone else out there unable to access their accounts in Ontario Canada?
 
Have you called or chatted with Apple Support about this? It seems it's an issue only support would be able to resolve for you, but let us know.
