Wish they would do that in the DC area. Incomes are so high here that people look at traffic fines as a cost of doing business. Fines are meant to deter plain and simple.
And that's exactly how it should be IMO, fines for anything (speeding, criminal damage etc) should be related to income. What's the use in fining some big city fat cat the same as you would a paper boy? 
I agree, plus maybe you'd have the additional effect of drawing attention to some people's debatable habits in filing taxes. Driving a Carrera on 40K a year? Mmhhh.
