Hi,
the time has come to invest in an used Apple TV 4k and enjoy synced video!
Compared with my Fire TV i had no luck to turn my TV (Old Panasonic Plasma from 2010) on or my Sourround Reciever (Yamaha RX 371).

If i connect the Apple TV directly to my TV, CEC works. BUT the TV is switched on via Infra Red (when i block the IR window on the Remote the TV won't turn on). When the TV is switched on, it does switch on my RX 371 via CEC.

If i connect the Apple TV to the RX 371 "Turn on TV" is grayed out and no IR codes are sent to the TV.

Do i understand it right, that CEC is used to "download" the IR Codes?
Is there any way to configure the IR in the Apple TV Remote to switch the TV on without CEC (like the volume control works)

The Fire TV has done everything by IR and worked fine (but was crap for synced video output).

not really CEC
in the handshake that happens when you plug in an HDMI cable, the devices exchange model numbers, that's how the aTV knows which TV you have, and it downloads the codes from apple, and ends them to the remote so the remote can use them.
The same basic thing happens when you plug an external monitor into a computer, the computer will know the model number of the monitor.

I had a Panasonic plasma from around then and it should work, but you may need to turn it on.

Every manufacturer has their own name, but for the most part they all work together. From my experience, most devices usually default to disabled.

CEC is called Viera link on Panasonic.

that Yamaha's specs say it has CEC, but once again, you may have to enable it.

Thanks for your answer. No i understand the problem a little bit better.

[Panasonic] --- HDMI with CEC --- [RX371] ---- No CEC, EDID of RX371 --- [APTV]

I tried a EDID copy Adapter and copied the EDID of the panasonic TV. Then the APTV does sent "off" per IR. But the problem begins when i switch everything on again. The APTV got problems with the EDID (mabe the EDID is avalable before the signal can be sent to the RX 371) and the picture stays black.

So there must be another way to tell the ATV to send a panasic "off" and "on" on the remote?

if everything has CEC (which the 371 does) then it should pass through the entire chain, and control power for everything.

sometimes a full power cycle of everything can clear it up (unplug them all, and then plug them back in)

you can also try replugging the HDMI cables (just unplug and replug, that can sort out a connector that's not fully seated)
or try a different HDMI cable, CEC is on it's own pin in the connector, so it's possible that one pin is broken in a cable.

Sorry for the late answer. I changed the HDMI calbe of the RX371 and the Apple tv and everything works fine.
