first gen hand me down questions

finally got my 3g so i decided to give my first gen to my gf. my question will she be able to activate it without adding a data plan? in other word just to use it as a phone and ipod with no interent browsing capabilites. can i just go to the att store and ask them to give her a new sim and activate it? or will i have to unlock the phone to get it to work for her? she also has a corporate discount on their bill and does not want to lose that discount.
