iPhone First time jailbreaking issues -_-

So yesterday I jailbroke my iPhone 4S on 6.1 for the first time. I was so excited. Then I went to install NCSettings. It didn't work because the server was busy. Today it installed but I can't find it anywhere in my settings. Not even under notifications. Whats wrong?

Go to
Settings>Notifications

There you should see a tab for NCSettings that you can move to the top.

This is the problem. I know it is suppose to be there, but it isn't there. I have installed it over 15 times and it doesn't work.
