Seems like in iOS 7 there is a problem where some people are not able to install applications (usually after upgrading to a new beta).
Issue: While upgrading or installing an existing or new application, the application will not download any content, instead it'll have the status: "waiting" underneath the application.

Even though you have full WiFi, 3G, or LTE connection the application won't begin installing, even if you stop the upgrade/installation.
Fix: Connect your iDevice to iTunes and remove any application -> Sync -> Reinstall that application and you should be able to upgrade and install via App Store.
If the application you removed does not come back, just restart your phone while it's connected to iTunes and when your phone turns back on it should automatically sync and install the previous app.

Some iPhone 4 devices are unable to download content from the App Store and the iTunes Store.
Known Issues
App downloads can get stuck in the "Waiting" state.
Workaround: Reboot your device once or twice to resolve the issue and allow subsequent downloads to continue.
