Seems like in iOS 7 there is a problem where some people are not able to install applications (usually after upgrading to a new beta).

Issue: While upgrading or installing an existing or new application, the application will not download any content, instead it'll have the status: "waiting" underneath the application.

Even though you have full WiFi, 3G, or LTE connection the application won't begin installing, even if you stop the upgrade/installation.

Fix: Connect your iDevice to iTunes and remove any application -> Sync -> Reinstall that application and you should be able to upgrade and install via App Store.

If the application you removed does not come back, just restart your phone while it's connected to iTunes and when your phone turns back on it should automatically sync and install the previous app.

Known Issues

App downloads can get stuck in the "Waiting" state.

Workaround: Reboot your device once or twice to resolve the issue and allow subsequent downloads to continue.

No problem you guys! I basically just ran into the fix while trying various methods.
 
Rebooting did the trick for me with my iPhone 5; one particularly stubborn app had to be deleted and reinstalled through iTunes (iPad 3) ...
 
Before trying the iTunes method try restarting your phone first. If that doesn't work, try iTunes
 
It's just a bug in beta 5. So it'll work sometimes and sometimes it wont
 
I tried this so many times. I've been looking all over for solutions and I've tried everything. When I try syncing with iTunes, it goes through the steps and just stops as if it finished successfully but no apps get removed or installed. Any ideas?? I'm so sick of my updates increasing and being unable to install any. Besides restoring please reply with any suggestions thanks!

You aren't the only one it's interesting how with each beta something previously functioning suddenly breaks such as updating apps and downloading music is crucial. It's a piss off bit life goes on and a week from now (less than actually) beta 6 should be taking care of all these annoyances hopefully.
 
They fix one thing and one breaks because guess what.. It's a beta. It's all about fixing one and that fix will break another, life of a programmer.

Yeah so many times. Also while plugged into iTunes, yes. It boots up a bit weirdly also - it takes a while, then the apple blinks and stays for another period of time. Not sure what goes on there. But yeah this sucks I hate waiting for an update to fix this.

Have you tried a clean restore for beta 5. It's always recommended to do a clean restore on betas and I hate to break the bad news to you.. It's still a beta. Wait for the new update or restore.
 
I suddendly got hit with this bug on my 4s, cant update or install new apps :) i dont sync with itunes so i doubt this fix will help me so il just wait for beta 6 and it gets fixed before going the restore route lol

Yup same. iPhone 4S. I guess I'll be waiting as well.
