Noticed my 11P widgets weren’t updating correctly. Played around with different settings and turned off “Reduce Motion”.
My widgets immediately updated correctly and by chance I opened the stock Weather app.

One of the locations showed clouds moving, rain drops and lightning. Unbelievable.
I turned on “Reduce Motion” and checked the stock Weather again and clouds were showing, but no movement and no rain or lightning.
As much as I dislike the parallax effect I’ll live with it.

You know you can disable parallax without using reduce motion, right?
 
Other than jailbreak, no. I only use still wallpapers, but still get the effect.
There's a little button at the bottom of the screen when you're setting your wallpaper that you can tap to turn off parallax without jailbreaking.

I only use still solid colors for wallpapers and have perspective turned off for those.
I still get the fade in and out of icons. I don't know of any other way to stop those except to turn reduced motion on which stops my animations.

Oh, that's not parallax. Parallax is how the wallpaper moves around as you tilt your phone.
