Fix wallpaper and Dock?

Here's before and after iOS7. I've tried everything I can think of, re-sized the image on my desktop, what have you. Setting a wallpaper is also extremely laggy, like 2+ second delay laggy. Selecting a photo, lags, moving a photo around to be in the middle, laggy, setting it as your wallpaper, laggy.

Also the dock as you can see looks like someone just used the rectangle tool in MSPaint, any way to get rid of that?

You can't resize it. Simple as that. You can turn on reduce motion to make a little more of the image appear, or you can try and reformat in photoshop or something. Why? Who knows. It's super annoying, especially if you're super picky about the placement of your background around icons and such.
