I've been trying to solve this for a while. I've written a help book for my app, and followed all the steps--I used Help Indexer, I added it as a folder reference, I have <meta name="AppleTitle" content="Help Folder"></meta>, etc.
When I try to load the help book, it shows a blank panel for several seconds, then shows my book, then quickly clears it and puts a message that says I must be connected to the Internet. Well, I don't see why, since it's a local help file. And I'm connected to the Internet anyways!
Anyone else ever encounter this problem? How did you fix it? Thanks.
EDIT: I checked, and help books for other applications (such as Calculator) work fine.
FIXED! Turns out one of my URIs was wrong.
