A few months ago, Safari developed an odd issue: whenever I scrolled down a page that had an embedded Flash object, the scrolling would lock up. If I moved my cursor off the Flash element, I could resume scrolling.
I switched to Firefox and found that it didn't have the scrolling problem. For the heck of it, I just tried Chrome (and actually was pretty impressed) -- but lo and behold it too has the scrolling problem.
Both Safari and Chrome are geared for HTML5 content, and I wonder if that has anything to do with their behavior. Or maybe Firefox doesn't yet have Flash Player 10. I'm not sure. I had switched to Safari 4 for a while, and it didn't have any scrolling problems; just Safari 5.
