How come apple allows flash on OSX but not on iOS?

OS X devices are larger and more powerful which are either plugged in or have what are presumably bigger batteries, so Flash doesn't affect them much.

Plus you can get away with using that as an excuse on a light mobile device, but they'd be slayed down if a full OS did not have flash.
