Flash sandboxed in Safari?

Hi,
I read that flash was sandboxed in Safari. But how can I use flash? It doesn't work for me. I did a fresh install for Mavericks. Do I need to install flash or is it included by default in Safari 7?
 
Flash is not included in OS X and needs to be downloaded separately.
