Flashing/Blinking Clock/Status Symbols

I have an iPhone 12 mini that I just updated to iOS 17.0.3 and I've noticed a good majority of my apps, when launching them, the clock, wifi symbol, signal bars and battery icon flash briefly as the app opens. It seems to do it more when an app opens with a white background and black text, vs when the symbols are white on a darker background.

Anyone else seeing this issue?

Posting a video. Watch the signal bars, WiFi symbol and battery symbol (the recording symbol changes the color of the clock, so that’s why it’s not blinking)

However, the only app in this screen recording that’s working properly is the settings app.
