Just started having this issue a few hours ago. Whenever there are finder windows and icons are flashing with a 1-2 second delay before appearing again?

I upgraded to Mavericks and all my updates are current.

Please Help!
 
weird, i just started having this issue myself. I moved this weekend and i'm using a different monitor. Just the icons flashing, not the rest of the desktop itself. Also on mavericks with a 2011 mac mini.
 
I actually came here to post the exact same behaviour. It started today, but it's my university computer and I was away for the past 3 days.

EDIT : flashing icons at 40 and 1:40 in the video. I think it does it every exact minute - can't confirm this right now though).

Plugged into a Samsung LCD through thunderbolt (to DVI).
 
Flashing Icons

It's happening every 60 seconds on my mac. Are you running Google Chrome or Google Drive?

I'm on a Mac Air with both Google Chrome and Google Drive. It's almost exactly a minute for me, usually adding a second each time.
 
I just killed Google Drive out of my Top Right System Tray; Hasn't flashed since. If you're not running Google Drive, click Finder & type console. Launch the app; Under all messages see if you have something logging an error that corresponds to the flashes.

PROBLEM SOLVED! Thanks for the help on that. Was getting pretty annoying.
