i am trying to reinstall the OS x in to a brand new hard drive but Comand + R is not reponding so i can't load the apple internet Recovery mode. what should i do?
 
Option-Command-r boots into internet recovery, or should. You will see a spinning globe, and not the usual Apple icon.

Which mac do you have? The oldest Macs that support internet recovery are 2010 models, if yours is older, then internet recovery can't work. You will need to format the drive, and reinstall the system from a bootable installer. You'll need to create that installer on another Mac.
