FN button issue

Hi,

I recently noticed on my mac book pro that if I want to use the buttons on the top of the keyboard, (brighter, dimmer, volume up, down, mute etc..) that I have to hold down the "fn" button to do this. However on my brother's MBP, he juts hits the buttons and then work as (brighter, dimmer, volume up, down, mute etc..), How can I change this?

System Preferences > Keyboard > Keyboard : uncheck "Use all F1, F2, etc. keys as standard function keys"
