I am not quite sure what happened, but I believe a program I downloaded may have re-mapped my function shortcuts so they no longer work.
Eject still works, as well as keys such as Fn+Delete.

However I can't control my brightness, volume, or media keys because they act just like their "F" counterparts. Checking/un-checking the option under the keyboard tab in boot camp does nothing.

How can I get the functions of these keys restored?

Summary: media keys, brightness, and volume no longer work in Vista SP1, on a Macbook (non pro).

Well for now I downloaded Input Remapper and that is working as a temporary solution.

But I really would like to know how I could fix the default inputs for boot camp. Would re-installing the keyboard drivers work?
Or is it boot camp itself that controlled those features.

Should I attempt removing the keyboard drivers and boot camp? Then just re-install?

:/

I removed the "Apple Keyboard" HID and then windows automatically reinstalled it, causing the shortcuts to work again.

Problem solved =D
