I would really like my default Focus mode to have my work apps’ notifications OFF, but set the Work Focus mode to allow notifications from my work apps (in addition to all of my other apps). But there doesn’t appear to be a way to do this. In order to allow apps to notify me, their default state must be on.

What I’ve done is set up a Personal focus that is set to silence my work apps during non work hours. But it bothers me that I have to set up a focus for what should be my default state, when really I just want the Work focus to allow my work apps to notify me during the day, but then go back to my “default” focus in the evenings.

What am I missing? This should be easy enough, right?

Alas it should be easy but it’s not entirely. Ideally, Apple would allow one focus to take priority, perhaps by where it appears in your list of Focus modes (e.g., the higher up in the list Focus mode would take priority over those lower down). Perhaps next year.

In the meantime , just set your default non-work focus to be on 24/7. Then set up your work focus for specific hours. Finally set up an automation in shortcuts that will detect that “work” is on and turn off “personal” and then set up a second automation doing the opposite that will trigger even your work focus ends.

The non-work is a "Silence Notifications From" Focus and block work apps there (and people). Work Focus is an "Allow Notifications From" Focus to allow the work apps and any non-work related exceptions.

Or have a no Work Focus where everything is allowed through (assuming want friends, family, non-work apps to get through).

And have the option of Focus Filters for non-work Focus. Can hide certain email folders, calendars when that is on.
 
I don't get what the problem here is? Your "Work" Focus is no Focus at all. You just need to create a Privat Focus or Home Focus or whatever. Or maybe I'm misunderstanding something.

That’s functional, yes. But it bugs me that the default state is work, when in reality I only want to allow work during part of my day. It’s psychological, but seeing the “Personal” focus icon on my screen is a visual reminder of work, which kind of defeats the purpose.

There is no default state (other than “no focus mode”). I think you are being a bit unreasonable and silly here.
