Focus status in messages seems to be the most broken feature in IOS

Ever since this was released in IOS15 it seems i have people text me saying it shows as silenced on their end when they text me (many times). Yet the only focus status i have set up is do not disturb from 9pm to 7AM. Yes they get this during the day?

also yes, i have "share across devices" turned on

As a test, does it happen during the day if you turn off Focus completely?
