Folder action option unavailable

As mentioned in that link the right-click entry for 'Folder Actions' of Automator is not available in Seirra. How may I remove that action completely?

Will deleting the .workflow file from /Users/[user_name]/Library/Workflows/Applications be enough to make sure it's not handled by the OS anymore?

Yep. Though you disable it with the Folder Actions Setup app in /System/Library/CoreServices/Applications.You can enable the right-click menu in System Preferences > Keyboard > Shortcuts.
