Does anyone know the difference between the library and the folder. I don't want to accidentally delete something and not be able to retrieve my photos.

The actual library with the photos would be that one on the bottom. Not sure why you have that folder? Is there anything inside the folder?

Also, I notice it says library 2. Usually that means you had a Photos library file and made a second one that got that 2 appended. Is that the case?
 
It seems you create two libraries for Photos app. From your screenshot, the first 'Photos Library' is more like a common directory than a library. So I think the second 'Photos Library 2' is the actual library for Photos app.
