I know at least one of you knows the answer; unless all of you read at the default setting and have never needed to change the font size. :eek:
 
If you look at the help page associated with that preference pane you'll see that many pages override your preferences for this setting.

It works fine for me on pages that do not override this.

Many webpages specify their own fonts. Your font settings affect only pages that do not specify fonts. Webpages may specify style sheets that override your style sheet

So in other words, I've ran into a brick wall. :(

You can still enlarge/shrink text on the fly using Command-+ and Command-- or the appropriate toolbar buttons if you enable them. That's what I do when I want to view text at the non-default size, and that only happens vert rarely.
