did any of you see if it was possible to buy a iphone with the PAYG feature?

I live in Canada, but I have duel citizenship but I want an iPhone to use more or less as a PDA, (WiFi, notes for school, sick iPod, etc) I tried the best to get questions from apple stores all over (Buffalo, LA, NY - 5th Ave.) and they all gave me different answers, the one in Buffalo said I could use it as an iPod, and store my contacts and all in it, I just can't use the phone features, but LA and NY said the opposite, I tried to think of all the ways I could get past the "locks" apple put on it, but their is no use, so now my only alteritive, activate it as a PAYG way, and than never use the min. Unless they would work Long-distance.

I will be going to AT&T this week or next and (try to) place an order. But how should I rep myself, Canadian, so I can say I dont have a US credit card, so you cant check my credit, and they would automatically give me the PAYG, OR they can just deny me a purchase saying you cannot buy an AT&T phone and use it over the border. OR a U.S Rez, saying I just don't believe in Credit cards, and I want the payg feature.

I do have a U.S mailing ADD, but I dont want to use it.

Can anyone help me think of a proper way of getting it to be used as a iPhone in CAN.
