Are the new displays available anywhere other than Apple online and Apple stores?
I went to Best Buy a few times recently a guys there had no idea about LED Cinema Display. What retail stores are we talking about here?

I could safely guess, he/she means the 
retail/online store, stone me if I'm wrong BestBuy or [all other retailers] will get it after apple takes the juicy-fruit out of them.

There are plenty of independent retailers that sell Apple besides the Big Box Stores. Here in the NW there is a chain called "The Mac Store" for instance. I would imagine they are starting to hit those channels by now.
I've hit up them stores (both the Kent & UW locations), also living in NW, (I'm shaking my head to the left and to the right...) they too are not shielded from 's monopoly on their new release babies
