True but i think for applecare+ you need to do it the first 30 days and you need to being it to an apple store to have them look @it

That is true for Applecare, but different for Applecare + Apple asks that you order at the time of purchase or bring in your phone for inspection at the genius bar if adding later.

Interesting, the ATT thing gives a website to go to and it has zero information.

I would go with the 12:01 PST though.
