For Verizon/Sprint 4s models, is the GSM part unlocked?

Curious and pardon if this answered already in another thread.

If I decide to switch over to Sprint/Verizon, would I be able to use the iPhone unlocked on GSM...including ATT/T-Mobile USA?

My guess, based on Android/Blackberry's, is that the GSM part will be locked to Verizon/Sprint with a Verizon/Sprint SIM used for roaming.

Sorry but that makes no sense to me

Before I moved to ATT and iphone last year, I was using a Touch Pro 2 with Verizon which was also a cdma/gsm global device. It was still locked to Verizon with a Verizon sim for international travel usage though I never travelled with it to look into the difficulty of them unlocking it. I am pretty sure they wouldn't unlock it though to use on ATT/T-mobile.
