Force Bluetooth audio?

My wife drives a 2012 Sonita which has Bluetooth. It works fine when a you make or receive a call , it will automatically switch from whatever is playing to Bluetooth. However, when using any other app, such as a navigation program, it does not switch and you need to set radio to Bluetooth audio mode . The program WAZE has a prefer Bluetooth setting and on that program, when I turn that switch on, it will then autimatically switch to Bluetooth to hear audio directions from WAZE and then go back to playing audio source.

My question, is there any way to force other programs to do this? She uses an iPhone 4S ios 7.1
