Force Quit App, Now it won't start

Last night I had to force quit phpStorm and it wouldn't open back up. I have tried a variety of things:

1. Uninstall + reinstalled by dragging the application to the trash and then opening the dmg again.
2. Deleting the .plist file from Library/Applications/phpStorm/
3. "Zapping the PRAM"

For more information: I created another user on my computer used spotlight "phpstorm" to launch it and it prompted me to configure the options and set up my license.

Any ideas on what caused this and how to fix it? I'm close to just creating another admin account and deleting the current one but that seems crazy when it's probably something simple but I've already wasted like 3 hours on this since last night.

have you contacted jetbrains about this? before you start a whole new account...
