Force rotate Apps

Is there a way to force rotate apps on protrait or landscape mode?

Not sure I understand your question, but you can lock the orientation of the iPad from the control center once you have it in portrait or landscape. Swipe down from the upper right corner in iOS 12 to get the control center. I don't think that there is a way to lock orientation on a per-app basis that is persistent.
