Apps Forced Subtitles

I rip my DVD and always select forced subtittles (for when people are speaking another language), are there any apps that will play these rips with the forced subtittles on the screen? Either natiove ATV apps or iPhone apps that I could AirPlay to ATV?

Plex can, set yourself up a little Plex server and get the client for AppleTV. All free.

You will do best to use a text based, SRT/VTT format, as with those, ATV can handle natively.

The image based like .pgs will require on the fly transcoding. With most modern Intel cpu's, hw transcode will take over and not be a problem, but image quality is effected, how much you can perceive that... depends on your equipment, viewing distance, and eyes. Generally I try to avoid as much as possible.
