So I have been reading the several (confusing to me) threads regarding multiple users with multiple devices and sharing or not sharing the apple id and the icloud id. And on the apple website i saw that it states :

Note: You can switch the Apple ID you use for store purchases at any time. However, you can only change the account you use for any iTunes in the Cloud features once every 90 days.

Does this mean I can only associate 1 iCloud ID to each computer?

My original goal was to use my main Mac as a hub for my 2 iphones (soon to be iphone 4s's) and my original ipad, each using the same apple ID (for itunes purchases) and each with a seperate icloud ID. lol why cant there be a simple solution for this?
 
That applies only to iPhone, iPod Touch, and iPad. You may only assign one iCloud ID to each of those devices, and can't change it for 90 days.

You can access as many iCloud accounts as you want from your computer, as often as you want.
