Format/install via terminal

Basically I have installed an encryption software (PGP) on my mac 10.6 and as a result I'm unable to log in to my machine what so ever. I'm unable to launch the install CD from boot up however I can get to terminal (cmd +s) is there anyway I can format the HD terminal and just reinstall Mac OSX?

Any help is greatly appreciated.
