Formatting iOS and ONLY restoring Contacts and Apps afterwards?

Basically, I want a fresh start (minus the Contacts and my apps - I want to retain them).

Is this possible?

restore it, then sync the contacts, and do your apps one by one again?

before restoring, take a screenshot of your layout and apps as a handy way to remember what you had on it.

Make a backup that only has your apps and contacts on it. However, I don't know if the backup will also have text messages, e-mail accounts, etc. You might have to delete these manually before you do the backup.
