When a Pages document is moved to a SHARED iCloud Drive folder, the document losses the ability to create new paragraph styles or new character styles. This happens regardless if the users sharing the folder have view only or can make changes.
When that same document is moved back anywhere on my iCloud Drive, then the document regains the ability to create new paragraph styles or new character styles.
