I remember seeing some videos about how in 4.3 on the iPad you could use 4 fingers to swipe up for the multitask bar, left or right to scroll through apps, or make a closing motion to go to the home screen.

Am I missing something, or did this never come to pass?

You can download XCode from the Mac App Store for $4.99 i believe and activate it with that. My iPad was already set up as a dev iPad, so i guess i got to keep the features when i upgraded.
 
Four finger gestures were available in the beta builds of 4.3 so developers could test them out and provide feedback to Apple. Apple had announced that the gestures would not be available in the public release of 4.3.

They were pretty nice to have but caused issues with many apps that rely on multi (4, 5) finger gestures - even Garageband suffered from gesture conflicts.

Or you can keep your $4.99 and download xcode3 from developer.apple.com after signing up into the free program.
