Frame rate below 5%

My battery went below 5% and my frame rate got really choppy on my iPhone X. I have not noticed this before on other iPhones/iOS, is it normal?

I've seen this happen on multiple iOS devices over the last several years. My MacBook and MacBook Air do the same exact thing once it drops between 5%.
