Franchises: Referrals, Registration, etc.

I'm sure there's some framework out there to help me manage this, but here's what I'm looking to do:

Redo the corporate website, but design it in such a way that franchise owners can COPY the theme of the corporate website. Now, I want to have some kind of referral management system -- if people register with a franchise owner, I want corporate to know how many have registered.

Perhaps I need three levels of referral and activity monitoring: national, regional, and individual franchises.

You're going to need a custom system for this. Hire a PHP programmer and designer but be prepared to spend a few $1000. Hiring someone cheap will only result in a bunch of security exploits and it sounds like this company is fairly large so it wouldn't be worth the risk.
