Nope, internet (e.g. EDGE) needs to be activated by your carrier, so it cannot be free.

While $30/month may seem expensive, try finding out how much data costs when you don't have unlimited. I don't know the rates, but I'm willing to bet that you're going to spend more than $30/month in surcharges.
