Free iPhone hotspot for developers

Pardon me if this has been asked before.

Is the mobile hotspot free for developers testing iOS 5? I noticed that when I enable it on my iPhone it actually works, and I do not subscribe to hotspot service from Verizon.

Any input is greatly appreciated.

its like that on my phone also and i don't subscribe to that either i still have unlimited data. im alittle nervous to use it i don't want verizon to change my data plan on my if they notice i am using it.
